Abstract

Kaum ein Tag vergeht mehr, an dem nicht in öffentlicher Rede der anhaltende Wandel und die erforderlichen Veränderungen in der Gesellschaft und in all ihren Sektoren beschworen werden. Meist werden sie mit den Schlagwörtern "Informations-" und /oder "Wissensgesellschaft" belegt, sofern es die nationalen Aspekte betrifft, und zudem mit "Globalisierung" für die internationalen. Solches Labeling genügt meistens, um Kennerschaft oder gar Einverständnis zu signalisieren, weitere Explikationen, was denn die Etiketten gesamtgesellschaftlich, weltweit und erst recht konkret zu bedeuten haben, welche Transformationen oder Indikatoren wirklich gemeint sind und was sie jeweils aussagen können, werden selten aufgeboten. Nicht nur in populären, auch in wissenschaftlichen Darstellungen fügt man gern zu Zeitdiagnosen für diesen oder jenen Bereich, für diesen oder jenen Aspekt den Oberbegriff hinzu; sogar eine Universität - nämlich die in Paderborn - trägt "lnformationsgesellschaft" in ihrem Amtssiegel. Überwiegend werden diese Termini mit dem Unterton der Fortschrittlichkeit, Innovation, Zukunftsgewissheit, mindestens der alternativlosen Unausweichlichkeit vorgebracht, so dass vermeintlich keine gründlichen Auseinander setzungen, nicht einmal mehr Diskussionen über valide und verlässliche Anhaltspunkte, ihre möglichen Übereinstimmungen oder Abweichungen erforderlich zu sein scheinen: Die "Informations-" und/oder "Wissensgesellschaft" kommt so oder so oder ist schon da, heißt es explizit oder unterschwellig, da bedarf es nicht mehr der kritischen Verständigung, schon gar nicht der empirischen Verifikation. Doch allein schon, dass noch unklar ist, in welchem Transformationsstadium sich die jeweilige Gesellschaft - die bundesdeutsche, die hier primär im Blick ist, aber auch die vergleichbarer Nationen - befindet, welche Phasen sie durchläuft und welche sie noch vor sich hat, müsste stutzig machen und nach soliden Erklärungen und Bestandsaufnahmen verlangen; ebenso, dass es bislang nicht gelungen ist, konsensuale, mindestens grob akzeptierte Indikatoren für die eine oder andere Bezeichnung ausfindig und stichhaltig zu machen, die über die pauschale Versicherung hinausgehen, dass nunmehr Information oder Wissen - schon dafür gibt es bislang keine plausible und anerkannte Abgrenzung - für die gesellschaftliche Entwicklung wichtig oder gar zu prägenden Produktivkraft geworden sei. Denn prompt folgt jeweils der Einwand, dass sich menschliche Entwicklung schon seit ihren Ursprüngen nie ohne die Produktion, Speicherung und Vermittlung von Wissen vorstellen lässt, in welcher Form auch immer. Mithin sei jede gesellschaftliche Formation immer auch Wissensgesellschaft gewesen, es gebe demnach nur graduelle, aber nicht prinzipielle Unterschiede, wenn man die historischen und phylogenetischen Umstände einbezieht.
Geändert haben sich jeweils die technischen Optionen, die Rekonstruktions-, Distributions- und Verbreitungsmodalitäten - gemeinhin: die Medien - und damit natürlich die Parameter der Zugänglichkeit, Quantität, Beschleunigung, Vervielfältigung, Dokumentation und Speicherung, die Codierungen und Formen, nicht aber die relative Qualität und Relevanz von Wissen und Information. Damit wäre das kurante Label kein überzeugendes und ausreichendes Unterscheidungskriterium für den gegenwärtigen gesellschaftlichen Wandel. Deshalb votieren viele dafür, im gegenwärtigen Wandel ein neues, gewiss besonderes und untersuchungswürdiges Stadium der Industriegesellschaft - oder kritischer: des Spätkapitalismus - zu sehen, das zweifelsohne gravierende Metamorphosen, auch Einschnitte für das gesellschaftliche, wirtschaftliche und kulturelle Leben, allerdings in den jeweiligen Gesellschaften unterschiedlich, zeitigt, nicht aber eine gänzlich neue und klar identifizierbare Gesellschaftsformation konstituiert. Aber letztlich wird sich diese Frage nicht aus zeitgenössischer, sondern nur aus retrospektiver Sicht entscheiden lassen. Immerhin lässt sich erkennen, dass gegenwärtige Zeitgenossenschaft eher dazu neigt, Wandlungen als revolutionär zu kennzeichnen und als Zäsuren zu bewerten, während in früheren Epochen eher Kontinuität und graduelle Evolution apostrophiert worden sind. Nicht zuletzt die gewaltig vervielfältigten und omnipräsenten Medien sind auf sensationelle Akzentuierungen und eingängige Übertreibungen geeicht, um in der überbordenden _ Masse von Informationen, Nachrichten und Meinungen jeweils für sich Aufmerksamkeit zu erregen, das Publikum an sich zu fesseln, sich interessant zu machen und im öffentlichen Gespräch zu halten. So ist es derzeit einigermaßen gerechtfertigt, auch die Begriffe "Informations-" und "Wissensgesellschaft" eher noch als Mythen zu verstehen. Denn Mythen sind komplexe, aber nicht gänzlich rational begründete, sondern weithin irrational oder gar transzendent geschöpfte Gedankengebäude/Konstrukte oder Vorstellungswelten zur Legitimation unerklärlicher Zusammenhänge, die man glauben möchte, ohne sie durchschauen zu können; und oft genug nehmen sie sogar unbestreitbaren Dogmencharakter an. Dabei enthalten sie meist Spuren von Wahrheit, aber sie fügen sie so in emotionale Kontexte ein, dass sie einerseits zu fixen Sinninterpretationen oder Lebensorientierungen gerinnen können, andererseits für jedwede ideologische Vereinnahmung und Umdeutung anfällig sind. Nach Roland Barthes (1964; 2003) verwandeln sie Inhalte in formale Abstraktionen und entpolitisieren sie gewissermaßen. So klingt "Informations"- und/oder Wissensgesellschaft" neutral, angenehm und verführerisch fortschrittlich, technologisch fast zwingend und bar jeden politischen und instrumentellen Interesses, jedenfalls im Vergleich zu früher gehandelten Etiketten wie Industriegesellschaft und erst recht wie Spätkapitalismus.
Denn Information scheint unendlich verfügbar, zumal in einer überbordenden Medienlandschaft, für jede/n zugänglich und nutzbar, und über Wissen verfügt auch jede/r, so oder so, über welches auch immer. Es lässt sich objektiv grenzenlos erwerben, in Bildungseinrichtungen und Bibliotheken, via Internet und mittels (betrieblicher) Fortbildung, und vieles braucht man auch nicht zu wissen oder will es gar nicht. Eine Interessen- und Lobbypolitik wie noch in der Industriegesellschaft im Antagonismus zwischen Unternehmern und Arbeitnehmern kann es in der neuen Gesellschaftsformation eigentlich auch nicht mehr geben, da Information und Wissen ja keine knappen Ressourcen, eigentlich nur teilweise vermarktbar sind, aber eben demjenigen, der sie verkauft, ebenso bleiben wie dem, der sie kauft. Immer nur die materiellen Seiten an ihnen lassen sich privatisieren und aneignen, entsprechend abschotten und schützen, nicht ihre symbolischen und subjektiven. Mithin suggerieren die kuranten Begriffe potenzielle Gleichheit, mindestens Chancengleichheit für jeden, so dass überkommene strukturelle Antagonismen und Interessenunterschiede früherer Gesellschaftsformation zu verschwinden scheinen. So eignen sich beide Etikette vorzüglich für die "schöne neue Welt", verheißen Positives und Harmonie, Chancen und Wohlfahrt gewissermaßen tendenziell für alle, entsprechend werden sie bereitwillig, weithin schon inflationär verwendet. Und daher fragt auch kaum jemand mehr nach Substanz und empirischen Indikatoren, nach Reichweite und Validität der Begriffe, denn es könnte ihm ja so gehen wie dem Kind im Märchen "Des Kaisers neuer Kleider". Aber auch dieser Vergleich trifft nicht ganz: Denn nichts anzuhaben ist in der neuen, omnipräsenten Medienwelt fast schon ein viel verwendeter professioneller Habitus, zumindest für die Damen, nach den Direktiven und Wünschen der Männer.
Diese Einführung sondiert und erörtert einschlägige Begriffe, Konzepte und Prognosen vornehmlich auf theoretischer und programmatischer Ebene, die es über "Informations"- und/oder "Wissensgesellschaft" inzwischen zuhauf gibt, so dass keine Vollständigkeit erwartet werden darf. Daneben werden andere Bezeichnungen für den gesellschaftlichen Wandel geprüft, die zeitweise oder ständig in Rede stehen. Obwohl sie alle mit tendenziell totalitärem Anspruch daherkommen, ist es bislang kaum unternommen worden, geschweige denn gelungen, sie aufeinander zu projizieren und ihre Plausibilität komparatistisch abzuklären oder gar zu bewerten. So scheint sich im internationalen Diskurs eher der Terminus "Informationsgesellschaft" zu behaupten, und die im deutschen Kontext als Weiterentwicklung oder gar Höherwertung begriffene "Wissensgesellschaft" dürfte sich zunehmend (wieder einmal) als deutscher Sonderweg herausstellen - trotz ihrer geschätzten Prädikate. In einigen wenigen Skizzen und Trends werden auch die empirischen Dimensionen des Wandels angesprochen, würde dies ausführlich geschehen, wäre eine neuerliche Bestandsaufnahme der gesamten Gesellschaft und aller ihrer Sektoren in voluminösen Ausmaß erforderlich, wie es bislang allein der amerikanische Soziologe Manuel Castells mit seinem dreibändigen Werk zum "lnformationszeitalter" (2001, 2002, 2003) - zumal weltweit - gewagt hat. Das würde nicht nur den Rahmen dieser Einführung sprengen, es ist auch nicht ihre Absicht. Denn auch Castells bleibt notgedrungen in vielen Segmenten lückenhaft oder an der Oberfläche. In unzähligen empirischen Arbeiten werden längst viele dieser Segmente sondiert und bearbeitet. Sie immer wieder zusammenzufügen und aufeinander zu beziehen, ist sicherlich ein berechtigtes Interesse, aber wohl nur interdisziplinär, von einer Vielzahl von WissenschaftlerInnnen zu leisten, wie es etwa die später angeführten Enquete-Kommissionen des Deutschen Bundestags anstrebten, aber leider auch nicht erschöpfend und befriedigend erreichten. Hier musste der schmale Grat zwischen theoretisch-programmatischer Verlautbarung und empirischer, exemplarischer Veranschaulichung ausgelotet und gegangen werden. Denn das primäre Ziel dieser Einführung ist es über den gesellschaftlichen Wandel, hervorgerufen durch Informationstechnologien und Medien, theoretisch aufzuklären und diskursive Sondierungen vorzunehmen, um dadurch Anhaltspunkte, Kategorien, Orientierungen über die Fülle empirischer Daten und Trends zu erhalten und dadurch fundierte Diskussionen anzuregen.
