Kap.5.2 Sacherschließung: "Die Verbesserung der Sacherschließung von bibliothekarischen Informationsdatenbanken ist aus Sicht des Ausschusses weiterhin vordringlich, wobei die in den Empfehlungen von 1991 entwickelten Zielvorstellungen unverändert weiter gelten. Als Voraussetzung für einen benutzerfreundlichen, sachthematischen Zugriff auf bibliothekarische Datenbestände ist eine einheitliche, in sich konsistente Erschließung durch Fachklassifikationen, kontrolliertes Vokabular (RSWK/SWD) und freie Stichworte erforderlich. Diese Anforderungen an die Sacherschließung können kosteneffizient nur bei weitgehender Entwicklung automatischer Techniken erfüllt werden. Besondere Bedeutung hat die vestärkte Nutzung von Fremddaten, vor allen Dingen ausländischer Dateien. Erforderlich sind in diesem Bereich Modellvorhaben, die auf einen breiten Einsatz der Anwendungen in der Praxis zielen" (S.292)
