    Abstract
    The modern electronic research funding information system ELFI (ELectronic Research Funding Information System) has been developed with the co-operation of the Ruhr-University Bochum and the GMD (Gesellschaft für Mathematik und Datenverarbeitung, Sankt Augustin). One source provides all important information an research such as deadlines, research programmes, application procedures etc. A modern and innovative database-technology and a relevant bibliographic and factual adaptation of the information enables the user to create a personalised web-page adapted to his desires. The most important things are included: - Funding Organisation - Funding department - Procedures - Conditions and authorisations ELFI fulf ls its aim as a database by being: - Up to date (fast access to new data by using the web-robots) - consistent (uniform data format), - reliable (use of links to original sources of information) and - precise (selection of personalised profiles/active view).

    "Die Deutsche Bibliothek hat die 3. RSWK-Ergänzungslieferung zur 3. Die Ergänzungslieferung enthält unter anderem Änderungen an § 8,2 (hier wurde die Priorisierung der Individualnamen zu Ungunsten der Allgemeinbegriffe aufgehoben), § 12,8 (Wegfall der Pauschalverweisungen), § 701 (durch eine neue Darstellung der Hinweissätze sind auch die Mundarten betroffen) sowie § 730 (Bauwerke).     Abstract
    Die DBV-Rechtskommission hält es für urheberrechtlich fragwürdig, wenn eine Bibliothek ihren OPAC mit Coverabbildungen anreichert. Wenn eine Bibliothek die Coverabbildung eines Buches in ihren im Internet frei zugänglichen OPAC einfügt, dann macht sie damit ein fremdes Werk "öffentlich zugänglich" (§ 19a UrhG), da das Cover als eigenständiges Werk urheberrechtlich geschützt ist. Das Recht der öffentlichen Zugänglichmachung gemäß § 19a UrhG steht dem Autor/Urheber zu. Deshalb müsste die Bibliothek die Genehmigung des Rechtsinhabers einholen, bevor sie sein Werk im Internet zugänglich macht. Bei der Vielzahl der Rechtsinhaber ist dies aber praktisch kaum zu bewältigen. Manche Bibliothek nutzt deshalb die Webseiten von Online-Buchhändlern. Die DBV-Rechtskommission bezweifelt, dass Amazon oder andere Anbieter Nutzungsrechte an Coverabbildungen auf Dritte, d.h. Bibliotheken, rechtswirksam übertragen können und dürfen. Deshalb rät die Kommission derzeit noch allen Bibliotheken, keine Bilder in ihren OPAC zu integrieren.
