Abstract

Die Nutzung des Internets ist scheinbar grenzenlos, dies suggeriert nicht nur die Namensgebung der Plattform (World Wide Web), sondern wird auch deutlich, wenn man sich die Anwendungs- und Verwertungsmöglichkeiten des Mediums vor Augen führt. Ob als Werbe-, Kauf- oder Spielfläche, als Lern-, Kommunikations- oder Wissensraum, in allen Bereichen ist das Medium präsent. "Grenzenlos" scheint eine Metapher zu sein, die das Medium sowohl räumlich, zeitlich als auch inhaltlich adäquat "erfasst". Gleichermaßen, wenngleich auch mit zeitlicher Verzögerung, werden die technologischen Entwicklungen des Internets nicht nur von Faszination und Euphorie, sondern an vielen Stellen auch kritisch und skeptisch begleitet. Nicht zuletzt die massenmediale Verbreitung rechtsextremen Gedankenguts hat dazu geführt, dass die Diskussion über das Internet verstärkt auch unter dem Blickwinkel einer problemorientierten Auseinandersetzung stattfindet. So mehren sich die Stimmen derer, die in Anbetracht dieser Entwicklungstendenzen ein schützendes Kontroll- und Regelwerk etabliert wissen möchten. Ob sich mit dieser Forderung dann eine virtuelle Welt gestalten ließe, die "sauberer" als ihr reales Pendant wäre, sei dahingestellt. Denn ehe es in dieser Frage zu einer abschließenden Klärung kommen könnte, müssten eine Reihe weiterer, konfliktreicher Fragestellungen beantwortet sein: Welche Instanz sollte diese Machtbefugnis innehaben? Nach welchen ethischen Standards und auf welcher gesetzlichen Grundlage sind die Urteile zu fällen? Welches international zu schaffende Gremium sollte mit diesen Aufgaben betraut werden? Ohne diese und ähnliche im Vorfeld zu bearbeitenden Konfliktfelder bleibt der Ruf nach Überwachung und Kontrolle darauf verwiesen, lediglich moralische Appelle zu formulieren, in der Hoffnung, dass die freiwillige Selbstkontrolle den ethischen Postulaten Folge leistet. Beide Verfahren, sowohl die gesetzliche als auch die freiwillige Reglementierung, demontieren dabei aber ein wesentliches Moment des Internets, nämlich das des öffentlichen Widerstreits. Denn in dem Medium Internet liegt die Chance, demokratisches Handeln zu erreichen und zwar dergestalt, dass sich in ihm Widerstand formieren kann. Widerstand nicht in dem Sinne, dass Ausschlussregeln (Kontrolle, Gesetze) festgelegt werden, sondern dass - so wie es LYOTARD fordert - der Öffentlichkeit der "freie Zugang zu den Speichern und Datenbanken" gewährt und erhalten wird (Lyotard, 1994: 192). Die Einschränkung von Zugangsrechten und die Verschärfung von Gesetzen zeigen eine nicht nur aus pädagogischer Sicht fatale Hilflosigkeit an, wenn im Namen des Jugendschutzes der Kampf gegen den Rechtsextremismus im Internet als ein Kampf gegen das Internet geführt wird. Die demokratische Lebensform im Internet wird entscheidend davon abhängen, inwieweit gesellschaftlicher Pluralismus erhalten bleibt und inwieweit im freien Kräftespiel der beteiligten Akteure das vermeintlich Bessere (ethisch, politisch, ökonomisch) sich durchsetzen kann. Die Frage "Wie kann mit Hilfe des Internets gegen den Rechtsextremismus gekämpft werden?" scheint mir die Bessere, weil sie vor politischer Reglementierung und Willkür schützt.
