Abstract

Die zunehmende Verbreitung des Internets verändert die Kommunikation in der Kommune. In Zukunft könnte die Beteiligung und Mitbestimmung privater Personen und Gruppen an kommunalen Planungsprozessen deutlich verbessert werden. Seit Anfang der 90er Jahre ist auch in Deutschland eine stark zunehmende Verbreitung des Internet und der damit in Zusammenhang stehenden Informations- und Kommunikationstechnik (luKT) sowie Softwareanwendungen zu beobachten. Das stellt eine gesellschaftliche Herausforderung dar, der sich vor allem auch die kommunalen Verwaltungen stellen müssen. Sozioökonomische Veränderungen, die im Rahmen des Vordringens dieser Technologien in die unterschiedlichsten Lebensbereiche auftreten, haben schon frühzeitig zur Entstehung des Begriffs "Informationsgesellschaft" geführt. Er besagt im Endeffekt, dass das soziokulturelle und wirtschaftliche Leben einer Gesellschaft von der Sammlung, Aufbereitung, Vermittlung und Weiterleitung von Informationen in hohem Maße abhängig ist. Dieser Zustand ist zwar noch nicht zur Gänze erreicht, die Tendenzen sind allerdings offenkundig.
