Abstract
"Die Entdeckung des Public Understanding of Science durch Wissenschaft, Wirtschaft und Politik knüpft an bestehende Konzepte der Wissensvermittlung und die darin begründeten Motivationen ihrer Akteure an. Nach einer durchaus erfolgreichen Popularisierung von Wissenschaft im Rahmen einer verbreiteten Fortschrittsbegeisterung - insbesondere beim interessierten Bürgertum - in der zweiten Hälfte des 19. Jahrhunderts, wurde Mitte des 20. Jahrhunderts ein weitererWeg beschritten, der alle wichtigen Merkmale einer Wettbewerbssituation und den unmittelbaren Zusammenhang von wissenschaftlichem und wirtschaftlichem Erfolg aufweist. - Begrenztheit der reinen Aufklärungsansätze - Nicht mehr interessierte Individuen bzw. benennbare Gruppen ("gebildetes Bürgertum") fordern die Popularisierung, sondern staatliche Akteure fördern die (partielle) gesellschaftliche Durchdringung mit Wissen über Wissenschaft und Technik. So wurde, ausgelöst vom "Sputnik-Schock" 1957, vor allem in den USA eine Kampagne mit dem Ziel ins Leben gerufen, das öffentliche Interesse an der Wissenschaft, die Zahl der Absolventen in naturwissenschaftlich-technischen Fächern sowie die Förderung der Forschung zu erhöhen. Vergleichbare Motivationen spiegeln sich auch heute noch in weiten Bereichen der "Wissensvermittlung" wider und dienen in erster Linie dem Werben um Zustimmung, welches wiederum auf einem eindirektionalen Modell der Wissensvermittlung fußt. Das Fatale an diesem als "deficit model" bekannt gewordenen Ansatz ist nicht der berechtigte, vor dem Hintergrund angestrebter Zustimmung allerdings wenig taugliche Anspruch, Informationen weitergeben zu wollen. Vielmehr wird mit der entsprechenden Festlegung von "Experte" und "Laie" gleichzeitig auch die gesellschaftliche Funktion bzw. Aufgabe von Wissenschaft und der daraus abgeleitete Wahrheitsanspruch einseitig bestimmt. Es ist der Versuch, öffentliche Zustimmung zur Rolle von Wissenschaft in der Gesellschaft zu erzeugen, die sie sich selbst zuschreibt. Mit dem weitgehenden Scheitern des "deficit models" hat sich die Begrenztheit der reinen Aufklärungsansätze gezeigt: Der Umstand, dass eine höhere formale Bildung (Schule, Universität) zu einem höheren Interesse, Bewusstsein und Verständnis hinsichtlich naturwissenschaftlich-technischer Themen und Entwicklungen führt, ist eine vielfach dokumentierte Erkenntnis. Und der Wert von Wissenschaft und Technik bei der Lösung aktueller und zukünftiger Probleme und Herausforderungen, fürwirtschaftliche Prosperität, gesellschaftlichen Wohlstand und eine nachhaltige Entwicklung ist in unzähligen Beiträgen mehr oder minder stichhaltig diskutiert und nachgewiesen worden."
