Abstract
Die Internationale Organisation für Normung (ISO) veröffentlicht international gültige Normen auf diversen Fachgebieten, zu denen insbesondere der Bereich der Information und Dokumentation gehört. Den internationalen Normen entsprechen in vielen Fällen deutsche Normen, die vom DIN (Deutsches Institut für Normung) herausgegeben werden, in einigen Fällen auch europäische Normen des CEN (Comité Europeen de Normalisation). Die internationalen Normen sichern die Zusammenarbeit auf internationaler Ebene. Das bekannteste Beispiel dafür ist die ISBN (International Standard Book Number). Die ISO arbeitet mit verschiedenen Technischen Komitees (TCs), von denen sich ISO/TC 46 mit Fragen der Normung von "Information und Dokumentation" befasst. In der deutschen Normungsarbeit entspricht dem TC 46 der Normenausschuss Bibliotheks- und Dokumentationswesen (NABD) im DIN. Insbesondere Normen aus dem Bibliothekswesen werden im DIN NABD auf nationaler Ebene bearbeitet und im ISO/TC46 auf internationaler Ebene verankert und verabschiedet und sichern damit Interoperabilität und weltweite Kooperationsmöglichkeiten. Beispiele für nationale und internationale Normungsarbeiten sind die gerade überarbeitete Bibliotheksstatistik oder die Codes für Bibliotheken, die zurzeit international festgelegt werden. Das Sekretariat des ISO/TC 46 lag über 30 Jahre lang beim DIN NABD in Berlin und wurde 2001 an das französische Normungsinstitut AFNOR abgegeben. Eine Voraussetzung für die Übernahme des Sekretariats durch AFNOR war eine Reorganisation von ISO/TC 46 "Information and Documentation", ähnlich wie sie bei AFNOR auf nationaler Ebene bereits vollzogen war. Ziel der Reorganisation ist die Vereinfachung der Organisationsstrukturen von ISO/TC 46, die Beschleunigung der Entstehung der einzelnen Normen, die größere Effizienz und Transparenz der Normungsarbeit international und national, um kompetente und interessierte Mitarbeiter für die Normungsarbeit zu gewinnen. Denn die Experten, die an den Normen mitarbeiten, sichern die Qualität und die breite Akzeptanz des Endprodukts, der internationalen und/oder nationalen Normen.
