Abstract

Die Gründung des GBV stellte 1996 einen in zweierlei Hinsicht einmaligen Vorgang in der Geschichte der Bibliotheksverbünde dar: die Vereinigung zweier bis dahin unabhängiger Bibliotheksverbünde und den Abschluss eines Verwaltungsabkommens zwischen sieben Bundesländern innerhalb eines Jahres. Einer der wesentlichen Gründe für diesen Zusammenschluss war, dass die beiden bis dahin unabhängigen Verbundzentralen allein nicht mehr in der Lage waren, die urch die Einführung der lokalen Bibliothekssysteme und endbenutzerorientierten Dienstleistungen neu entstehenden Aufgaben zu erfüllen. In den der Vereinigung vorausgehenden Verhandlungen wurde sehr schnell klar, dass der neue Verbund nur dann erfolgreich sein konnte, wenn es gelang für die Verbundzentrale Finanzierungs- und Organisationsformen zu finden, die sie von Einzelinteressen der Länder unabhängig machte. Die Verbundzentrale Göttingen war zu diesem Zeitpunkt Abteilung der SUB Göttingen und damit Teil der Universität Göttingen. Im Verwaltungsabkommen wurde festlegt, dass die Fachaufsicht bei der Verbundleitung, die Dienstaufsicht jedoch beim Direktor der SUB Göttingen bzw. dem Präsidenten der Universität liegt. Diese Konstruktion hatte jedoch zwei entscheidende Nachteile: Bei divergierenden Interessen zwischen Verbund und SUB / Universität Göttingen sind sachfremde Entscheidungen zu Gunsten der Bibliothek bzw. Universität nicht auszuschließen. Hinsichtlich der finanziellen Flexibilität verhindert die bestehende Einbindung in das kameralistische Haushaltssystem die notwendige Beweglichkeit und Anpassungsfähigkeit
