Abstract

Die jüngst hitzig geführte Debatte um den Umgang mit rechtsradikalen Inhalten im Netz hat einmal mehr die grundsätzliche Frage aufgeworfen, wie es denn nun mit der Meinungsfreiheit im Internet bestellt sein sollte. Wann wird eine Meinungsäußerung zur Gewaltverherrlichung? Was können und müssen Staat und Gesellschaft tolerieren? Ist Repression als Abschreckungsmaßnahme die beste Antwort?

"Müller-Maguhn: Das Internet ist ein globaler Kulturraum, in dem viele Auffassungen zusammenkommen. Amerikaner definieren das Recht auf Meinungsfreiheit anders als etwa Asiaten. Und dann unterscheiden sich nationale Empfindlichkeiten von globalen. Bei Kinderpornografie herrscht weltweit Einigkeit darüber, dass der Urheber der Bilder verantwortlich ist. Geht es aber um rechtsradikales Gedankengut, klaffen die Auffassungen wieder weit auseinander. Wir wissen, dass Rechtsradikale sich auf skandinavischen oder amerikanischen Servern verbreiten, wenn ihnen hier eine Strafe droht. Eine Kontrolle kann also nicht funktionieren, die Inhalte werden immer abrufbar sein. Daher bin ich der Auffassung, dass eine Immunität gegen Rechts nur durch Medienkompetenz entstehen kann. Ohnehin gibt es meiner Meinung nach gar keine schädlichen Informationen. Auch rechtsradikale Propaganda ist als Information nützlich. Sie verweist auf gesellschaftliche Probleme, mit denen wir uns auseinandersetzen müssen. So etwas kann man nicht ausblenden oder filtern. Daher plädiere ich dafür, die Informationsfreiheit aufrechtzuerhalten statt wie in der CDU-Aktion 'Netz gegen Gewalt' mit Zensurmaßnahmen gegen sie vorzugehen. Man muss die Medienkompetenz fördern, statt zur Zensur zu greifen."
