Ein digitaler Blackout in Deutschland kann Folge eines Angriffs sein - aber auch Folge einer maroden Infrastruktur. Deutschland rangiert bei der Digitalisierung weit unter dem EU-Durchschnitt,und eine umfassende Digitalisierungsstrategie ist nicht in Sicht. Kerst und Ruhose sehen die Gefahr, dass der Staat den digitalen Anschluss verpasst und als Garant guter Verwaltung undsicherer Netze ausfällt. Das Autoren-Duo stellt ein konkretes Programm für eine gestaltende Digitalisierungspolitik vor, die Deutschland sicher aufstellt und Teilhabe für alle garantiert. Das Digitale durchdringt inzwischen Gesellschaft, Medien, Sicherheit, Gesundheitswesen, Verwaltung und Wirtschaft; kurz: unser demokratisches Gemeinwesen.
