Abstract

The European plans to build an information superhighway are largely a reaction to Japanese and American initiatives. Starting from the Green Paper on television policy (EC 1984), the whole area of communications became liberalized. This is expected to culminate in 1998 when the whole sector will be deregulated. Examines whether the potential for information and communication technologies to contribute to social change will be realized advantageously under the EU's plans. Discusses tensions between national and supranational levels of the EU. Provides case studies with an overview of the main highway policy initiatives in each country explaining how they relate to EU policy
