    Auf der Basis der Anregungen und Ergebnisse der im Herbst 1995 and der SuUB Göttingen durchgeführten Nachlaßbearbeitertagung wurden die vorliegenden Regeln zur Erschließung von NAchlässen und Autographen unter Beteiligung von Archivaren, Bibliothekaren und Wissenschaftlern erarbeitet. Das Regelwerk bietet vor allem Standards für eine nach formalen Kriterien erfolgende Erschließung schriftlicher Nachlaßmaterialien und für die Erfassung nachlaßrelevanter Personennamen.     Bibliotheken und Bibliothekssysteme sind wesentliche Komponenten der kulturellen und intellektuellen Infrastruktur Europas. Wirkungsvoll können sie nur sein, wenn sie selbst über eine leistungsfähige Ausstattung und Organisation verfügen und wenn sie sich öffnen und koordinieren zu einem gemeinsamen europäischen Bibliotheksnetz mit einm universellen Zugriff zu den Informationsressourcen in Europa und darüber hinaus. Die Bibliotheksprogramme der EU haben die Bibliotheksförderung als Technologiepolitik in diese Richtung bewegt und damit den Dialog der Kulturen und den Austausch von Wissen gefördert
