Abstract

Compares the US and the European approaches to establishing a communications superhighway. Whereas the European Commission seeks to create a trans European network based on ISDN standards and technology, studies what it can do to organize funding, and talks of the need for a European regulatory authority to control the mega-operators, in the USA the goal is not to design the market of the future, but to provide the principles that shape the market. These principles are: to encourage private investment in the building of the superhighways; to promote and protect competition; to ensure open access to the networks; to avoid creating a society of information 'haves' and 'have nots'; and to encourage flexibility, policies must be broad enough to accomodate change
