Abstract

The Internet was originally developed as a support infrastructure for scientific research. Later, the concept was broadened to a National Research and Educational network (NREN) that emcompassed education and library use. Most recently, an even broader vision of a universal National Information Infrastructure (NII) has been advanced in the national political arena. This paper argues that critically important societal uses embedded in the older NREN vision are in danger of being overlooked in the rush to build an NII. The government and the private sector together need to create some institutional structure to serve public interest needs
