"Der Bibliotheksverbund Bayern (BVB) und der Kooperative Bibliotheksverbund Berlin-Brandenburg (KOBV) haben Ende Dezember 2007 eine Vereinbarung zur Begründung einer langfristigen Entwicklungspartnerschaft und zur Integration ihrer Verbundkataloge unterzeichnet. Die Vereinbarung sieht die gemeinschaftliche Entwicklung innovativer Dienste, zum Beispiel in den Bereichen Semantic Web und Social Software für die insgesamt 360 Verbundteilnehmer vor. Beide Verbünde bringen signifikante finanzielle und personelle Kapazitäten in die Entwicklungspartnerschaft ein. Der Entwicklungsbereich wird dem KOBV angegliedert, der durch seine Einbindung in das renommierte Konrad-Zuse-Zentrum für Informationstechnik Berlin (ZIB) ideale Voraussetzungen dafür bietet. Darüber hinaus werden die Datenbestände beider Verbünde in einer gemeinsamen Verbunddatenbank zusammengeführt, die vom BVB betrieben wird. Mit rund 20 Millionen Titeldatensätzen entsteht so der zweitgrößte Verbundkatalog in Deutschland. Die beteiligten Bibliotheken beider Verbünde katalogisieren ihre Bestände künftig kooperativ in der gemeinsamen Verbunddatenbank. Hierdurch entstehen bedeutende Synergiegewinne vor allem bei der Datenübernahme und Kataloganreicherung. BVB und KOBV verfolgen als gemeinsame Ziele den Auf- und Ausbau kontinuierlich optimierter Services für die Benutzerinnen und Benutzer bei gleichzeitiger Effizienzsteigerung für die Bibliotheken. Auf der Grundlage dieser Ziele wird die strategische Allianz von BVB und KOBV im Rahmen gemeinsamer Entwicklungsprojekte Zukunftsfelder gestalten und gemeinsame Dienstleistungen anbieten. Mit dem innovativen Konzept der "Entwicklungspartnerschaft mit integrierter Dienstleistungskomponente" wird bibliothekspolitisch ein Zeichen gesetzt für eine intensive und arbeitsteilige Zusammenarbeit der Verbünde nicht nur auf dem Felde klassischer, katalogorientierter Aufgaben, sondern gerade auch im Bereich der institutionalisierten Innovationspartnerschaft. Diese Kooperation dient der Weiterentwicklung des Bibliotheks- und Informationswesens im deutschsprachigen Raum insgesamt und ist offen für weitere Partner aus Wissenschaft und Wirtschaft.
Der Bibliotheksverbund Bayern (BVB) beruht auf dem kooperativen Zusammenschluss großer und bedeutender bayerischer Bibliotheken, darunter die Bayerische Staatsbibliothek, 11 Universitätsbibliotheken, 17 Fachhochschulbibliotheken, 10 Regionale Staatliche Bibliotheken sowie zahlreiche weitere Bibliotheken. Die Verbundzentrale des BVB ist eine Abteilung der Bayerischen Staatsbibliothek und stellt das regionale Dienstleistungs- und IT-Kompetenzzentrum für alle Mitglieder des BVB dar. Kern der Anwendungen ist die zentrale Verbunddatenbank, die um eine Vielzahl innovativer, webbasierter Dienstleistungen ergänzt wird. Der Kooperative Bibliotheksverbund Berlin-Brandenburg (KOBV) ist eine Einrichtung der Länder Berlin und Brandenburg und ihrer Bibliotheken: 7 Universitätsbibliotheken, die Medizinische Bibliothek der Charité, 12 Hochschul- und Fachhochschulbibliotheken, mehr als 40 weitere Bibliotheken und die beiden Verbünde der öffentlichen Bibliotheken in Berlin und Brandenburg einschließlich der beiden Landesbibliotheken. Der KOBV versteht sich als Informationsdienstleister für Bibliotheken sowie für Benutzerinnen und Benutzer aus den Bereichen Bildung und Wissenschaft. Der Entwicklungsaspekt wurde bei der Institutionalisierung des KOBV strukturell verankert, indem die KOBV-Zentrale an das ZIB, ein wissenschaftliches Forschungsinstitut mit Schwerpunkt Angewandte Mathematik, angegliedert und mit einem eigenen Entwicklungssektor ausgestattet wurde."
