Abstract

Berichte aus: - Arbeitsgruppe der IFLA-Präsidentin für die Informationsgesellschaft - Bibliography Section (Sektion Bibliografie) Die Sektion befasst sich mit Inhalt, Aufbau, Produktion, Verteilung und Erhaltung von bibliografischen Informationen, in erster Linie, aber nicht ausschließlich bezogen auf Nationalbibliografien. Sie fördert die "Universal Bibliographic Control (UBC)" durch die Verbreitung von Standards und Best-Practice-Beispielen. - Cataloguing Section (Sektion Katalogisierung) Der Schwerpunkt der Arbeit dieser Sektion liegt auf der Erarbeitung bzw. internationalen Harmonisierung von Strukturen, Regeln und Arbeitsverfahren mit dem Ziel, die internationale Kooperation im Katalogisierungsbereich zu verbessern. Die beiden Arbeitssitzungen des Ständigen Ausschusses der Sektion Katalogisierung dienen neben der Abwicklung von Routinegeschäften der Entgegennahme bzw. Verabschiedung von Berichten der einzelnen Arbeitsgruppen, der Vorbereitung der Veranstaltungen sowie der Fortschreibung des Strategieplans der Sektion.
- Classification and Indexing Section (Sektion Klassifikation und Indexierung) Die Sektion versteht sich als Forum für den internationalen Austausch über Methoden der Sacherschließung und die Bedeutung des sachlichen bzw. systematischen Zugangs zu Dokumenten und Wissen 13 Bei den Wahlen für den Ständigen Ausschuss wurde Patrice Landry, SNB Schweiz, als Vorsitzender bestätigt und Leda Bultrini, ARPA Lazio, Italien, zur neuen Schriftführerin gewählt. Die Förderung von Standards und einheitlichen Erschließungsregeln sowie die Verbreitung aktueller Forschungsergebnisse stehen bei der Arbeit der Sektion obenan. Diese Ziele spiegelten sich auch im Vortragsprogramm der Sektion in Durban wider. Die Vorträge standen unter dem Motto "Bibliotheken und Benutzer - Partnerschaften für den sachlichen Zugang zu Informationen". Die Bandbreite der Themen reichte von der Indexierung von Filmen, über Probleme der DDC-Anwendung bis zum weltweit aktuellen Thema Library 2.0 und social tagging 14 Besonders hervorgehoben sei hier der Beitrag von Jonathan Furner, University of California, Los Angeles (USA). Seine Forschungen bestätigen, dass die Indexierung von Bibliotheksressourcen durch die Nutzer - das sog. User tagging - den Zugang zu den Ressourcen verbessert. Die Frage ist aber, so Furner, wann der Einsatz von Tagging-Tools für Bibliotheken erfolgversprechend ist. Dazu entwickelte er ein Kriterienraster, das u.a. die verschiedenen Motive der Tagger berücksichtigt und forderte dazu auf, mehr Evaluierungen vorzunehmen bzw. solche verstärkt zu diskutieren. Für den nächsten Weltkongress in Quebec ist eine Vortragsreihe geplant, die sich wieder stärker dem Thema Interoperabilität von Erschließungsdaten widmet. Unter der Überschrift "Classification and indexing without language borders" können Beiträge über aktuelle Projekte und Forschungen zum Mapping von und zwischen Thesauri und Klassifikationen bzw. zum Thema bilinguales Indexieren eingereicht werden.
Die Arbeitsgruppen der Sektion stellten in Durban ihre neuesten Ergebnisse vor und arbeiteten während des Kongresses weiter an zwei Themenkreisen: Für die "Working Group on Guidelines for Subject Access by National Bibliographic Agencies" stellten Patrice Landry, Schweizer Nationalbibliothek, und Françoise Bourdon, Bibliothèque nationale de France, erste Ergebnisse vor. In den vergangenen Monaten wurde die Indexierungspolitik mehrerer Nationalbibliotheken ausgewertet. Dabei konnten Faktoren, die Art und Tiefe der Inhaltserschließung bestimmen, gruppiert werden. Es handelt sich um strategische Aspekte wie Zielgruppen oder Katalogisierungsregeln, um Aspekte der Präsentation und solche der Anwendung, z.B. verschiedene Katalogisierungslevel für verschiedene Dokumenttypen. Die Untersuchung soll fortgesetzt werden, um internationale Mindeststandards für die sachliche Ordnung von Nationalbibliografien zu empfehlen. Eine Empfehlung wurde bereits in Durban ausgesprochen: die Indexierungspolitik der Nationabibliotheken sollte möglichst immer veröffentlicht sein, in einer für alle Bibliografienutzergruppen verständlichen Form. Marcia Zeng, Kent State University Kent, Ohio (USA) und Maja Zumer, National and University Library Ljubljana (Slowenien) stellten den Zwischenstand der Arbeiten an den "Functional Requirements for Subject Authority Records (FRSAR)" vor. In der FRSAR-Arbeitsgruppe werden im Rahmen des FRBR-Datenmodells sog. Entitäten für die Beschreibung von Themen eines Werkes definiert. Die internationale Arbeitsgruppe verständigte sich bisher auf die Unterteilung von Sachthemen in Objekte, Allgemeinbegriffe, Ereignisse und Orte, welche sich bei ersten Anwendertests 2007 jedoch als noch nicht tragfähig erwiesen. Die Strukturen sollen sich künftig in Schlagwortnormdateien wiederfinden und die internationale Austauschbarkeit dieser Daten erhöhen. Gleichzeitig wird damit ermöglicht, Treffer in Bibliothekskatalogen nach inhaltlichen Gesichtspunkten sinnvoll und benutzerfreundlich zu gruppieren. Ein weltweites Stellungnahmeverfahren zum konzeptionellen Modell ist für 2008 vorgesehen.
Am Rande des Kongresses fand auch wieder ein DDC-Anwendertreffen statt. Dabei ging es z.B. um die künftige Verwendung des Datenformats MARC 21 für die DDC-Norm- und -Titeldaten. Weiterhin wurden Pläne für eine neue norwegische und eine erstmalige schwedische DDC-Übersetzung präsentiert. Diese zeigen wie die in den letzten Jahren entstandenen bzw. derzeit entstehenden deutschen, italienischen und französischen Ausgaben der DDC 22, dass eine Übersetzung der im nordamerikanischen Kontext entwickelten Klassifikation und deren Anpassung an die europäischen Gegebenheiten eine grosse Herausforderung darstellt. Aufgrund dieser Erfahrungen haben sich Vertreterinnen und Vertreter von europäischen Nationalbibliotheken im Juni 2007 in der Schweizerischen Nationalbibliothek in Bern getroffen und eine Europäische DDC-Anwendergruppe gegründet (European DDC Users' Group EDUG) EDUG hat sich zum Ziel gesetzt, in Zusammenarbeit mit OCLC die Weiterentwicklung und Weiterverbreitung der DDC in Europa zu koordinieren. Diese Pläne wurden in Durban der internationalen Anwendergemeinschaft präsentiert. Unterarbeitsgruppen werden in den nächsten Monaten versuchen, die europäischen Bedürfnisse im Rechts- und Bildungswesen in die DDC-Strukturen einzubringen. Die DDC selbst wird ständig in allen Fachgebieten überarbeitet. Für alle Interessenten sei das Deweyblog empfohlen.
- Knowledge Management Section (Sektion Wissensmanagement) Die Sitzung der Sektion mit dem Titel "Using Knowledge Management to faciliate information transfers in our multicultural world" (Nutzung des Wissensmanagement zur Informationsvermittlung in unserer multikulturellen Welt) zog ein überraschend großes Publikum an: ca. 600 Teilnehmer, von denen viele nur noch Stehplätze fanden. Der Eingangsvortrag "The Social Library: The 2.0 Phenomenon and KM" (Die Soziale Bibliothek: Das 2.0-Phänomen und Wissensmanagement) wurde brillant und souverän dargeboten von Stephen Abram, der zu Recht als führender Visionär unseres Berufsstandes gilt. Wer sich weiter in seine Ideen vertiefen möchte, dem sei die Webseite http://stephenslighthouse.sirsidynix.com/ empfohlen. Weitere Beiträge befassten sich mit Erfahrungen an Universitäten in Südafrika, wo kulturelle Vielfalt eine praktische und politische Herausforderung bedeutet. Auch über neue Entwicklungen in der Bibliotheca Alexandrina wurde berichtet. - IFLA-CDNL Alliance for Bibliographic Standards (ICABS) einschließlich UNIMARC ICABS heißt die strategische Allianz einiger Nationalbibliotheken, der Conference of Directors of National Libraries (CDNL) und der IFLA. Die Allianz soll die internationale Koordination fördern und die Entwicklungen in den Arbeitsbereichen steuern, in denen die Allianzpartner tätig sind. ICABS zählt zu den Core activities der IFLA und hat sich zum Ziel gesetzt, Standards und Konzepte für die bibliografische Kontrolle zu pflegen, zu fördern und miteinander zu harmonisieren sowie neue Strategien zu entwickeln und das Verständnis für Fragen zur Langzeitarchivierung elektronischer Ressourcen zu vertiefen. Die IFLA Core activity UNIMARC ist ebenfalls ein ICABS-Partner.
- Information Technology Section (Sektion Informationstechnologie) Die Information Technology Section ist eine Querschnitts-Sektion, die ein Themengebiet behandelt, mit dem nahezu alle anderen Sektionen auf die eine oder andere Weise in Berührung kommen. Daher konzentriert sich die IT-Sektion besonders auf innovative Entwicklungen und sich abzeichnende Trends in ihrer Auswirkung auf die verschiedenen Arbeitsfelder der Bibliotheken und bringt diese aktiv in die Diskussion ein. Mit dem besonderen Schwerpunkt auf der Interoperabilität von Diensten bemüht sich die Sektion auch, den Einsatz standardisierter Formate und Protokolle zu fördern.
