"Die europäische digitale Bibliothek, ein mehrsprachiges Zugangsportal zu Europas Kulturerbe, ist ihrer Verwirklichung einen Schritt näher gekommen: Die Bibliothèque nationale de France (BnF) hat die Entwicklung ihres neuen Portals Europeana bekanntgegeben. CENL, die Konferenz der europäischen Nationalbibliothekare, begrüßt diese Initiative eines ihrer Gründungsmitglieder nachdrücklich als wichtigen Beitrag zur Europäischen Digitalen Bibliothek. Die BnF trägt in zweifacher Hinsicht zum Aufbau einer Europäischen Digitalen Bibliothek bei. Zum einen hat sie die Finanzierung der Massendigitalisierung sicher gestellt, sodass ihre Gallica-Sammlung jährlich um 80-100.000 Objekte anwachsen wird, zum anderen hat sie ein Beispiel dessen entworfen, wie eine Europäische Digitale Bibliothek einmal aussehen könnte: die Europeana. Parallel dazu hat CENL die Initiative ergriffen, eine Stiftung zu gründen, um - gemeinsam mit anderen Kultureinrichtungen in Europa - die Europäische Digitale Bibliothek juristisch zu verankern und ihr eine starke Handlungskompetenz zu geben. Elisabeth Niggemann, Generaldirektorin der Deutschen Nationalbibliothek und Vorsitzende von CENL, betont die Notwendigkeit, die Europäische Digitale Bibliothek auf bereits Vorhandenem aufzubauen. Sie ergänzt, "Wir müssen auch die bestehende Zusammenarbeit mit den Kolleginnen und Kollegen europäischer Archive und Museen vertiefen, um zu einer Europäischen Digitalen Bibliothek zu gelangen, die die Materialien verschiedenster Typen kultureller Einrichtungen Europas umfasst."
Die Europäische Union unterstützt den Aufbau der Europäischen Digitalen Bibliothek mit einer Reihe von Projekten zur Erweiterung von The European Library. Dieses Portal wird von den CENL-Mitgliedsbibliotheken aufgebaut und von der Koninklijken Bibliothek, der Nationalbibliothek der Niederlande, betrieben. Es wird von der EU als ein Kernstück der Europäischen Digitalen Bibliothek betrachtet. Die Version 2.0 von The European Library ist für Ende 2007 geplant. Die Europäische Digitale Bibliothek wird auch von Arbeiten anderer europäische Projekte und Initiativen wie zum Beispiel Michael+ profitieren, ein Projekt, in welchem digitale Sammlungen von Bibliotheken, Archiven und Museen in einigen Mitgliedsstaaten der EU beschrieben und verlinkt werden. CENL unterstreicht nachdrücklich die Dringlichkeit der Massendigitalisierung. Die Anzahl der digitalen Objekte und Ressourcen, die gegenwärtig über The European Library zur Verfügung stehen, sind nur ein Bruchteil der Bestände der europäischen Nationalbibliotheken. Einige Nationalbibliotheken stellen nationale Digitalisierungspläne auf und leisten zum einen Überzeugungsarbeit bei ihren Regierungen und suchen zum anderen private Investoren zur Umsetzung der Pläne. In Europa existiert eine ganze Reihe solcher nationalen Aktionspläne und Programme zur Digitalisierung, die in den einzelnen Ländern oft unter der Ägide der Nationalbibliotheken umgesetzt werden, zum Beispiel von der Polnischen Nationalbibliothek und von der Nationalbibliothek der Niederlande. Mit Public Private Partnership-Initiativen, wie etwa der Kooperation zwischen der British Library und Microsoft, werden Materialien digitalisiert und für die Benutzung verfügbar gemacht. Um sicherzustellen, dass die europäische Kultur und das kulturelle Erbe in Europa in seiner ganzen Vielfalt in einer künftigen Europäischen Digitalen Bibliothek repräsentiert ist, hat CENL die Arbeitsgruppe "Content" eingerichtet, die sich mit Digitalisierungsstrategien und Prioritätensetzung in den europäischen Nationalbibliotheken befasst. Initiativen wie die Europeana der BnF sind ein sehr begrüßenswerter Beitrag zur Verwirklichung der Vision von CENL, die Europäische Digitale Bibliothek auf der Basis von The European Library zu entwickeln."
