Content: "Der Bundesrat hat am 8. Juli 2005 den Weg für das Inkrafttreten des Bundesinformationsfreiheitsgesetzes zum 1. Januar 2006 frei gemacht. Auch wenn der Gesetzgeber das neue Informationsrecht stärker eingeschränkt hat als es die Arbeitsgemeinschaft der Informationsfreiheitsbeauftragten in Deutschland gewünscht hatte, ist aus Sicht des Berliner Beauftragten für Datenschutz und Informationsfreiheit mit diesem Gesetz eine weitere wichtige Bedingung für die demokratische Informationsgesellschaft geschaffen. Die öffentlichen Stellen des Bundes seien nun gefordert vom Grundsatz der Informationsfreiheit auszugehen und die Einschränkungen restriktiv auszulegen, um den Erwartungen der Bürgerinnen und Bürger auf Zugang zu Informationen der Verwaltung gerecht zu werden. Außerdem sei diese Entscheidung ein klares Signal für die Bundesländer, die noch kein Informationsfreiheitsgesetz haben. Auch sie sollten nun zügig den Zugang zu den vorhandenen Verwaltungsinformationen eröffnen, damit die Bundesrepublik Deutschland im europäischen und internationalen Vergleich nicht mehr das Schlusslicht in punkto Transparenz bildet."
