"Auf dem Weg zur Erfassung von Publikationen im Internet ist die Deutsche Bibliothek einen Schritt weiter gekommen. Die zentrale Bundeseinrichtung hat ein System eingeführt, mit dem online veröffentlichte wissenschaftliche Aufsätze eindeutig gekennzeichnet werden und jederzeit auffindbar sind. Auch wenn sich die Internet-Adresse einer Publikation ändert, wird der Zugriff auf den Aufsatz weiter gewährleistet. Kern des Systems sind die "Uniform Resource Names" (URN), eine Standardnummer wie die ISBN-Kennung im Verlagswesen. Diese wird von der Deutschen Bibliothek für Netzpublikationen vergeben und von ihr auf einem zentralen Server verwaltet. Bei Eingabe dieser Nummer auf der Web-Site des Systems wird die zugehörige Internet-Adresse (URL) der URN-Datenbank gesucht und aufgerufen."
