Ministerielle Erkenntnisse: "Wir stehen am Beginn einer Entwicklung, die deutlich über den Begriff 'Informationsgesellschaft' hinausgeht. Dies war eine zutreffende Bezeichnung für die technologische Seite des Aspekts. Wissensgesellschaft dagegen beschreibt die menschliche Dimension des Wandels. Erst durch den Menschen wird Information zu Wissen." "Charakteristisch für die Wissensgesellschaft ist das hohe Tempo der Wissensvermehrung. Alle fünf bis sieben Jahre verdoppelt sich das weltweit verfügbare Wissen. Die Hälfte bleibt nur drei bis vier Jahre aktuell und damit entsprechend wertvoll." "Das Wachstum des Wissens scheint deshalb unendlich. Wissen ist der Rohstoff, der sich durch sich selbst erneuert, die einzige Ressource, die sich bei intensivem Gebrauch nicht verbraucht, sondern vermehrt."
