Abstract

Poses the concept of information culture, indispensable to any society in transition. Information culture is the basis for access to information of any country's citizens, turning them into active contributors to their country's progress. Information culture is the key to professional competence, a dynamic process necessary to anticipate change and evolve with it. Information culture becomes operational following the merger of infromation management and 'group intelligence', mediated by communication platforms which information networks represents
