Abstract

If there is a national purpose behind the emerging information infrastructure, it must be to stimulate economic growth and human development. We are moving from a subsidized Internet where a limited number of users had free access, to a market-driven competitive environment where many people will have access to both public and commercial services. In the chaos of exponential growth real value will come from those who facilitate access to services that respond to the needs of special audiences. Often value will come from other subscribers with diverse backgrounds but common interests. Often value will be treatened if codes of conduct are not enforced or 'tourists' overwhelm systems with limited resources. A major concern for subscribers and services alike will be how to cope with success. Thgis paper discusses ways in which value can be created and sustained as the network grows
