Abstract

The paper discusses the emerging concept of the electronic library and purposes a layered service-approach towards users. A distinction is made between a controlled service-environment where libraries can guarantee a certain quality-level towards their users and an un-controlled service environment where this quality-level cannot be guaranteed. It is concluded that in an electronic library situation the requirements for library cooperation, quality-control and well-designed financial arrangements are essential
